Folks, so now the FIFTH option is that we the TAXPAYERS take over PLUS.

BUT THE TAXPAYERS ARE ALREADY THE SINGLE LARGEST SHAREHOLDERS IN PLUS. EPF HAS 49% AND KHAZANAH HAS 51%. That is already 100%.

This is a 100% TAXPAYER OWNED COMPANY ALREADY. 
HOW CAN THE TAXPAYER TAKE OVER A COMPANY AGAIN WHEN THE TAXPAYER ALREADY OWNS 100% OF THE COMPANY?

If the TAXPAYERS (via MoF, EPF and KNB) cease to be the single largest shareholders of PLUS then it is an event of default with the bankers, lenders and sukuk bondholders !!

Meaning we the TAXPAYERS already own 100% of PLUS. 
Through EPF, KNB and the MoF.

So HOW CAN THE TAXPAYERS AGAIN BUY SOMETHING THAT THEY ALREADY OWN?

TAXPAYERS even have the veto power to voluntarily wind up and dissolve PLUS. 

Now here is the really sicky, sicky very very sicky part.

THIS WILL BE FIFTH TIME THAT THE TAXPAYERS WILL BE PAYING FOR PLUS. 

1.  First time when the PLUS Hiway was completed for RM5.0 Billion or so (1989), it is we who have already been paying TENS OF BILLIONS OF RINGGIT IN TOLLS to pay for the hiway. Whichever way – it is we who paid.

2. Then according to The Star story above in 2011 UEM, EPF took over PLUS for RM23b. That was the 2nd time we the TAXPAYERS paid for PLUS.  That was our money – TAXPAYERS MONEY AND PUBLIC MONEY (EPF).  

Tuan – tuan, jangan jadi bodoh. 
We already paid RM23 billion for PLUS in 2011.

3.  And (No. 3) we still continued paying tolls after 2011. Billions of Ringgits in tolls.

4.  Now FOR A FOURTH TIME they are saying that we the TAXPAYERS pay another RM34 billion (or whatever)  to buy PLUS from ourselves pula (ie MoF buy from EPF and KNB).  

5.  And after that the TAXPAYERS will still continue paying tolls for another 20 years UP TO THE YEAR 2058 !! If I am alive I will be 98 years old then.  

THAT WILL BE THE FIFTH TIME THE TAXPAYERS WILL BE PAYING FOR PLUS.

Because whether Halim Saad buys PLUS or Abu Sahid or Widad or the TAXPAYERS buy out PLUS it is we the TAXPAYERS who must pay for PLUS.  

Either we pay directly through the toll gate or we pay taxes also directly to the LHDN (Lembaga Hasil Dalam Negeri).  

BOTH WAYS THE PEOPLE STILL PAY.

The PLUS concession ends in 2038 ie 18 years away. 
We have to pay tolls for 18 more years. 

That is why I suggest that the government issue special Highway Bonds for say RM30 billion or whatever. The bonds can have a tenure of 18 years.  The government can use our TAX PAYMENTS and settle the Highway Bonds over the next 18 years.

  • AS I SAID IT IS STILL WE THE TAXPAYERS WHO MUST PAY.
  • WE THE TAXPAYERS CANNOT RUN AWAY FROM PAYING. 
  • PAY TOLLS DIRECTLY OR PAY TAXES DIRECTLY IT IS WE WHO MUST PAY


Take the MONEY FROM THE Highway Bonds and pay off all of PLUS’ RM32b debts plus the repayment  of the “unrecovered portions” of EPF and KNB’s original investment in PLUS (that initial  RM23 Billion they paid in 2011). 

Then PLUS is fully settled.  
With that just abolish the tolls.

Then go and voluntarily wind up PLUS.  
Can the government do that?  
Yes they can. Here is how :

  • government has golden share in PLUS through MoF
  • government veto power to wind up / dissolve PLUS 


The government has all the power.

Now will Dr Mahathir do that?  
No he will not. 

Why not?

Because as Abu Sahid of Maju Holdings has said PLUS is paying THREE TIMES the amount for the road maintenance contracts.

Money is being drained out of PLUS. 
Despite RM4.0 Billion revenue in 2018 they made losses (more than RM44 million losses).

Obviously some people with heavy cables are making tons of money from PLUS. 
Err . . .from you and me.

WHEN MY DAUGHTER WAS IN STANDARD 1 TO STANDARD 6 AT SK TAMAN MALURI, SHE WAS VERY UNLUCKY TO HAVE THE SAME CLASS TEACHER FOR 5 YEARS.  FOR 5 YEARS THE CLASS TEACHER WAS PREGNANT EACH YEAR SO WAS ALWAYS ON LEAVE FOR MEDICAL CHECK UP AND MATERNITY.
IT WAS NOT ONE OR TWO MONTHS OF NOT HAVING A TEACHER FOR MATHS AND BAHASA BUT 7 MONTHS.  THERE WERE NO REPLACEMENT TEACHER, SO THE STUDENTS WERE LEFT ON THEIR OWN MOST TIMES.  
AND THE BEST PART WAS NO ONE COMPLAINT EXCEPT DEAR ME WHO WROTE ABOUT IT ON THE INTERNET AND TO EDUCATION MINISTRY.

My comments :  So the video was clear enough to be identified as a sex video but the individual faces were not clear. 

It was clear enough to see that the guy’s mouth was not sucking on a door knob.   Just that the face that was attached to the mouth was not clear. 

The AG Tommy Thomas should tell the public exactly which  lab in the US was this video sent to?  Was it a certified forensic lab? Meaning do they have the necessary qualifications for doing forensic video analysis?

I am assuming it was NOT the FBI forensics labs at Quantico in Virginia.  Because the FBI can determine the identities of faces even from the blurriest and grainiest videos.

14 videotapes arrived on Peter Smith’s desk individually wrapped in plain manila envelopes. They had been sent by a special agent in our Phoenix office who wanted them analyzed after heavy rains exposed the buried cache in a yawning 35-foot-deep hole in the ground. A man who found the tapes saw the contents of one of them and quickly called the police, who in turn called us.


The tapes were in bad shape, but that’s nothing new to Smith, whose job it is to repair and recover damaged media so the contents can aid investigators. Smith is one of 26 examiners who work in the FBI’s Digital Evidence Laboratory’s Forensic Audio, Video, and Image Analysis Unit. Based in Quantico, Virginia, the unit gets requests from all 56 field offices and our overseas offices, or legal attachés.
“When I got them, they were caked with mud,” said Smith, a specialist in video reconstruction. Like his colleagues, he’s worked on tapes in much worse condition—unspooled, soaked in jet fuel, stretched, cut, or partially demagnetized. Every case is different.
“You have to assess each case in order to get it back into playable condition,” Smith said. In this case, that meant unspooling the tightly wound tapes, rinsing away the mud, and carefully drying them. The tapes were put on new spools and into new housings. Duplicates were recorded when the restored tapes were played. The original and new recordings were then sent back to Phoenix so investigators could move forward on the case.
Last year, the unit closed 610 examination requests—274 on audio and 336 on video and still images. On any given day, examiners are looking for even the smallest clues that could aid in a case.
In the 2007 case of the unearthed tapes, the recovered material revealed a man engaging in sexual activity with minor girls, one believed to be 5 or 6 years old. The tapes were decades old and recorded in a format that predates VHS. 
As Smith reconstructed the tapes, he found a key piece of evidence—one of the girls said the name of the man appearing with her on the video. Smith contacted the FBI case agent in Phoenix, who ran a check of motor vehicle licenses, which led him to an 81-year-old man who managed the property where the tapes came to light. He was quickly arrested.
Like video, audio and still images contain a bounty of potential clues. Examiners look for patterns and textures in clothes or a suspect’s distinctive physical features. Photogrammetry can reveal a suspect’s height or the length of a gun’s barrel. In many cases, with the proliferation of sophisticated photo-editing software, examiners can determine if images have been digitally manipulated, as is sometimes the defense claim in child pornography cases.
“It’s enabled us to hone our skills as far as recognizing real versus fake,” said Dr. Richard W. Vorder Bruegge, one of our image examiners and a leader in the field of forensic analysis.
The Digital Evidence Laboratory, part of our Operational Technology Division, has played a key role in a wide variety of high-profile cases, including the 9/11 probe, the Enron investigation, and the 2004 murder of 11-year-old Carlie Brucia, a case that relied heavily on analysis of grainy surveillance video showing her abductor leading her away from a Florida car wash.

For examiners working on the periphery of so many cases, it’s particularly satisfying when their forensic analysis plays a central role in an investigation. In the buried tapes case, the discovery of the man’s identity led to a search of his home—and more sex tapes. The man eventually pled guilty to child pornography charges and was sentenced in 2008 to more than six years in prison.

So the FBI video labs can restore videos that have even been soaked in jet fuel. Certainly undamaged and original videos would be much easier to analyse. 

Here is one company that sells software which they claim can make clearer videos that are not clear.  And they claim many successes.  Go to this site.

Here is another example of what they mean by enhancing unclear images. This is NOT FBI ok. This is just some commercially available software.

As I said this is not FBI. I am positive the FBI can do a much better job in enhancing poor quality images.

Conclusion : It is obvious that the “new” AG knows the rules of the game.

Penang State Government and PDRM care to explain

Malaysian state launches facial recognition to CCTV network

The State of Penang has launched the first public facial recognition system in Malaysia to the CCTV network on Penang Island to help police track down wanted criminals and reduce crime, the Malay Mail report.
The city surveillance system uses AI to identify faces captured by the CCTV network operated by Penang Island City Council (MBPP). IBM Intelligent Video Analytics (IVA) technology is used for facial recognition. It will be rolled out over a three-year period from December 2017 through 2020, with a cost of RM12 million (US$2.89 million).
“Wanted persons can be traced using this system and this system is fully linked with the police operations room in Penang,” Penang Chief Minister Chow Kon Yeow said in a speech at the MBPP Operation Centre.
The MBPP is in the process of installing 150 new cameras to expand its network of 767 CCTV cameras, while the mainland Seberang Perai Municipal Council (MPSP) is adding 94 cameras to its 130-camera network. Most of the cameras are located at major roads, intersections, and hotspots for criminal activity.
The system will be used for other smart city purposes than just crime reduction.
“The IVA can trace various traffic violations such as illegal parking, vehicles that used the emergency lanes, measure water level when it rains and facial recognition of people captured by the CCTV,” says MBPP Mayor Datuk Yew Tung Seang.
The system is being paid for at the state level, and a local government official told the Malay Mail that he hopes the federal government will consider subsidizing the system and extending it nation-wide.
Malaysia’s auxiliary police force began using body cameras with facial recognition technology provided by YITU last year.

IBM Shuts Down Intelligent Video Analytics

Abruptly, IBM has discontinued its Intelligent Video Analytics solution, it confirmed to IPVM.IBM shuts down
IBM’s video analytics have faced recent media scrutiny over human rights concerns. Moreover, it has not sold well, based on our market research.

IBM confirmed the news to IPVM in a tweet, with its verified security support account stating the solution was withdrawn from the market on April 23, 2019 with a link to a “software withdrawal” page

IPVM first noticed a problem when IBM pulled out of ISC West, America’s largest security and surveillance exhibition, at the last minute. The event, held in Las Vegas on April 10-12, 2019, saw IBM’s booth left empty, as our image below shows:
Negative Media Coverage
IBM’s video analytics has been the subject of serious recent media scrutiny, chiefly in the form of two articles from investigative news outlet The Intercept:
Poor Commercial Performance
IPVM’s market coverage over the past decade indicates the IBM video analytics program never had substantial commercial success. The combination of high costs, complex on-site setup, and accuracy issues made it hard for almost all to justify. While IBM did win some city projects (such as NYC and Davao, Philippines), overall the wins were few even in a video analytics market that has mostly disappointed in the past decade. For a company the size of IBM, this was more of a distraction. 
IBM Spokesperson: No Comment on “Speculation”
Prior to our tweet, IPVM had reached out to IBM’s communications team about the discontinuation and whether negative media coverage was behind it. In response, we were told:
We don’t comment on market rumors and speculation
Conclusion
While a major factor behind IBM’s decision was likely the program’s poor market performance, the added negative press coverage gave IBM even more reason to finally end it. In that sense, the discontinuation shows that human rights/ethics are increasingly important for video surveillance.
However, video analytics are improving (deep learning, neural networks, etc.) which is increasing accuracy and lowering total cost. While IBM is now out of this market, as the technology matures, we expect greater conflict between commercial interests and human rights abuses.
